Guide · Pescador Island
A small island of rock in the Tañon Strait, ringed by coral gardens and reef walls. Here is what makes the sanctuary special, how the boat trips run and how to snorkel or dive it well.

Quick answer
Pescador Island belongs to the municipality of Moalboal and rises from the strait off its western coast.1 It is small, green on top and ringed by pale shallows, and nobody comes here for the land. The reason to make the crossing is the reef that drops away on every side of it.
The town describes the island as known for coral gardens, reef walls and colorful fish.3 The gardens spread across the shallow top of the reef, the walls fall away into the blue below, and a snorkeler floating at the edge can look both ways at once: down the wall into deep water and back over the coral heads in the sunlight.
Around it lies a far larger protected area. The Tañon Strait Protected Seascape, which the town calls the country's largest marine protected area, was proclaimed in 1998 and placed under the Department of Environment and Natural Resources.567 Pescador is one of its best-known corners, and the stop the town's island-hopping tours are built around.3

Pescador's reef has been measured as well as admired. In the 2019 surveys of the marine sanctuaries of Moalboal and Badian, live hard coral cover ranged from fair to good, and Pescador led Moalboal with 60.3%, ahead of Saavedra at 54.2% and Basdiot at 54%.8
Fish tell a similar story. In 2013 Pescador had the highest density of reef fish of the surveyed sites, 7,387 fish per 500 square meters, ahead of Basdiot with 6,102 and Saavedra with 2,928.9 In 2019 its fish biomass was 15.2 kg per 500 square meters, second only to Basdiot.10
The reef has also taken damage. The surveyors suggested that a magnitude 6.7 earthquake in February 2012, centered between Moalboal and Guihulungan on Negros, may explain part of a drop in live coral cover at the sites.11 In the 2019 survey the island still led the town for live coral.2

The town protects Pescador by ordinance. Spearfishing and every method of fishing with a compressor are banned at Pescador Island and in all of Moalboal's marine sanctuaries.4 A 2013 reef report counted four locally declared and managed sanctuaries in Moalboal, running a user-fee system that brings income to local communities and the town.12
When the reef needs a rest, it gets one. After Super Typhoon Odette the municipal council closed Pescador for three months in 2022, and diving, snorkeling and island hopping around the island were not allowed, so the disturbed underwater life could recover.1314 Check before you go that the island is open, and accept a change of plan if it is not.
Your part is simple. Wear reef-safe sunscreen, as the town asks of every visitor, and remember that Philippine law makes any activity that damages coral reefs unlawful.1516 One listing asks guests not to touch corals, turtles or other sea life and to avoid single-use plastics.

Snorkelers get the gardens. The shallow top of the reef is where the colors are strongest and the fish most numerous, and you can float there for an hour without ever going deeper than you can stand to look. One snorkel day from Cebu spends 3.5 hours at the island, welcomes all experience levels and gives everyone a life vest.
Another day trip stops at Pescador Island for 2 hours of swimming and snorkeling, with breakfast and lunch in Moalboal on either side. It names the sardines and sea turtles at Talisay Point among its highlights, and it notes that visibility depends on the weather. This site's own tour includes Pescador snorkeling as part of its day, beside the scuba diving.
The wall is the part to respect. Past the edge the water is deep. Stay close to your guide and your boat. Swim with a buddy, as Hawaii's official ocean-safety advice puts it, so one of you can fetch help if the other needs it.21
Pescador sits in rich water. The Tañon Strait belongs to the ecoregion with the highest marine diversity in the world, and the Coral Triangle around it holds 76% of the world's known coral species and 37% of its coral reef fish species.2223 On a single snorkel you pass hard corals, soft corals and sea fans, with small reef fish in every crack.
Turtles are part of the visit. The town says they are often found near the sardines or a short boat ride away, and that local guides can point them out.24 Island-hopping tours that start at Pescador usually add a turtle point to the half day.3 Keep your distance when you find one, and never touch or feed it.25
Look into the cracks as well as at the open reef. The walls are full of holes and overhangs, and the smallest animals often hide in them, from shrimps to tiny fish that never leave their patch of coral. A slow swimmer who stops every few kicks sees far more than one who races around the island to say it was done.
Divers get the walls. A wall dive here follows the drop-off with the island on one shoulder and the open strait on the other, which makes the navigation simple even for a new diver. One Moalboal listing makes its first dive at Pescador Island and its second with the sardines, with a boat ride from Panagsama Beach.
That listing accepts certified divers and beginners on a guided introductory dive, with a minimum age of 10. A PADI try dive stays within 12 m in open water, while a newly certified Open Water Diver may go to 18 m.2627 The shallow top of the reef holds plenty of color, and a beginner misses less than you might think.
Keep your buoyancy in check near the wall. Hover a little away from it, never hold on to the coral and finish with a slow ascent and a safety stop; Divers Alert Network notes that more risk factors, such as exertion, call for longer stops.28 If you plan to fly after a day of several dives, leave at least 18 hours.29
Pescador is a boat trip, not a swim. The town's island-hopping tours usually combine Pescador Island snorkeling, the sardines and a turtle point in a half day of 3 to 4 hours.3 One scuba listing rides out to the island by boat from Panagsama Beach, and you board from the sand with wet feet and dry bags.
From Cebu City the day is long. The snorkel day above spends 3.5 hours on the road before it reaches Moalboal and 3 hours on the way back. If you can sleep in Moalboal, take the island early and keep the afternoon free for the reef off the beach.
The town's travel tips ask you to check the weather and sea conditions before any island hopping.30 Trips may be rescheduled or cancelled in bad weather or unsafe seas, and listings that offer free cancellation make it easy to move the day. Bring water, a towel and a dry layer for the ride back: an hour on wet seats in the wind cools you faster than you expect.
