A private day from your Cebu hotel to the west coast: scuba with an instructor and the gear, snorkeling at Pescador Island, and the drive back.
Frequently fully booked 6 days in advanceReserve now, pay later
More · your day out
The day starts with a pickup from one of 11 places, Cebu City, Lapu-Lapu, Mandaue, Talisay, Moalboal and Oslob among them, and a drive of 2.5 hours across to the west coast. On the way there is an optional stop for coffee and breakfast in Moalboal, at an extra fee, which is worth taking before your time in the water.
At Moalboal you spend 3 hours in and around the sea: a guided tour, swimming, snorkeling, marine life viewing and scuba diving with a diving instructor. The equipment and the entrance fees for the scuba diving are part of the price, and so is snorkeling at Pescador Island, the reef out in the strait.
Then it is 3 hours by car back to your hotel. The listing does not state how many dives you make, whether you need a certificate or what time you start, so write to the operator after booking and ask. A clear answer on those three points tells you more about your day than any photo.

More · why moalboal
Moalboal is a peninsula on the south-western tip of Cebu, facing the Tañon Strait with Negros Island in view across the water. The town counts more than 20 dive sites, and the reef along its western shore starts so close to land that you can walk into the water at Panagsama Beach.
The strait itself is protected. Proclaimed a protected seascape in 1998, it covers 534,589 hectares, and its office says it belongs to the ecoregion with the highest marine diversity in the world. The town protects its own sanctuaries too, with a ban on spearfishing and compressor fishing in all of them.
The result is scuba diving in Moalboal that needs very little travel once you are there. A dive can begin with a few steps from the sand, a snorkel can turn up turtles a short swim from the beach, and the island of Pescador is only a boat ride offshore. For a diver short on time, that closeness is the whole point.
More · what reviewers say
This tour has only a handful of reviews, and they are mixed. The warmest of them praises proper equipment and good dives, and notes that the guides spoke little English but that diving signs and gestures were enough to get by underwater. That is a fair picture of a small local operation: practical, competent in the water, light on chat.
Other reviewers liked the diving instructor and the view, and were less happy with other parts of the day. One felt unwelcome at the dive center, another found the driving to and from the hotel too fast, and one wished they had known in advance about an optional extra at Pescador that had to be paid in cash on the spot.
Take those points as a checklist. Ask the operator before the day what is included at Pescador and what costs extra, bring some local cash, and tell your driver if the pace on the road makes you uncomfortable. Ask for a dive computer as well. The comparison below shows trips with longer review records if you prefer one.

View tourMore · the sardines
The best-known sight at Moalboal needs no boat. The town's tourism page sends you to Panagsama Beach to swim or snorkel with millions of sardines swirling around you, a few meters from the shore. From above the shoal is a dark cloud; inside it, a silver wall that bends and opens as you move.
Timing matters more than the month. The municipality's tip is to go early, between 7 and 9 AM, when visibility is best. A day trip from Cebu has the 2.5-hour drive to cover first, and this tour's listing states no start time, so ask when you would reach the water. If the sardines are your main reason to come, add a night in Moalboal and swim at dawn.
Divers meet the shoal from below and see it pass overhead like weather. That is wonderful and also the moment to keep your head: the fish rise toward the surface and invite you to follow. Ascend slowly with your guide, never chase the shoal upward and always finish with a safety stop.

More · out to pescador
Pescador Island belongs to Moalboal and lies off its coast. The town describes it as known for coral gardens, reef walls and colorful fish, and its island-hopping half days of 3 to 4 hours usually combine Pescador snorkeling with the sardines and a turtle point.
The reef surveys agree. In 2019 the Pescador sanctuary had the highest live hard coral cover in Moalboal, 60.3%, and in 2013 it had the highest density of reef fish, 7,387 fish per 500 square meters. This tour includes snorkeling at Pescador as part of its day.
The island is closely managed. After Super Typhoon Odette the council closed it for three months in 2022, with no diving, snorkeling or island hopping allowed while the reef recovered. Keep your fins off the coral and wear reef-safe sunscreen, as the town asks every visitor.

More · turtle encounters
Turtles share these waters with you. The municipality says you will often find them near the sardines or a short boat ride away, that local guides can point them out and that the best time is morning or early afternoon. Green turtles are one of five sea turtle species found in the Philippines.
They are protected by law. A town ordinance from 2002 bans taking, selling, possessing or transporting turtles, and the Philippines lists the green turtle as endangered. Worldwide, the IUCN moved it to Least Concern in its October 2025 update, after decades of conservation work.
Watch, do not touch. NOAA warns that feeding or touching sea turtles changes their behavior and may make them more susceptible to harm. Keep a clear path above a turtle when it rises to breathe, never surround it with other swimmers and let it go when it turns away.

More · first time under
This tour includes a diving instructor and the diving equipment, but its listing says nothing about certification or a minimum age. If you have never dived, write to the operator and ask whether you would join on a guided introductory dive and how deep it would go. Another Moalboal listing says plainly that it takes beginners on such a dive, from age 10.
PADI's own try dive, Discover Scuba Diving, starts at age 10 and does not certify you; it stays within 12 m on its optional open water dive. Every PADI student fills in a short medical questionnaire, and a doctor must sign it off if a condition applies.
Philippine rules help a new diver. Accredited dive establishments must take every dive tour on a first orientation dive in a quiet, shallow and safe area, to learn the site, the dive master and the emergency procedures. Expect your first minutes underwater to be gentle, and welcome them.
The protected strait
The Tañon Strait off Moalboal covers 534,589 hectares.
The seascape office calls it a feeding, breeding and resting ground for whales and dolphins, and 48 percent of the Philippines' cetacean species have been recorded there.
More · dive safely
Decompression sickness is the risk every diver learns about. Nitrogen absorbed during a dive can form bubbles in the tissues and blood if the pressure drops too quickly. At Moalboal the shallow sardines and the open walls both tempt you to rise fast; a slow ascent with your guide is the answer.
Make a safety stop at the end of every dive, even a shallow one. Divers Alert Network notes that some dive computers extend safety stops from three to five minutes or more, and that risk factors such as exertion call for longer stops. If no computer is offered, ask for one.
Plan your flight around the dives. DAN recommends at least 12 hours before flying after a single no-decompression dive and 18 hours after several dives or days of diving. Do not dive with a cold or blocked sinuses. If you feel unwell after a dive, say so at once and seek medical help.

More · what to pack
Included on this tour: private transport with hotel pickup and drop-off, the entrance fees for the scuba diving, Pescador snorkeling, a diving instructor and the diving equipment. Not included: meals, insurance and tips, and a GoPro is available to rent on site for an extra fee.
The operator asks you to bring swimwear, a change of clothes, a towel, a camera, snacks, sunscreen and water. Make the sunscreen reef-safe, as the town asks, or wear a long-sleeved swim shirt instead. Add some local cash for breakfast, drinks and tips, and a dry bag for the car.
Pregnant women, people with back problems and anyone prone to seasickness should skip this tour, the listing says. If you own a mask that fits you well, pack it: a mask that seals makes more difference to your day than any rental upgrade.

More · when to go
The Cebu Provincial Tourism Office calls December to May the dry season, ideal for diving and snorkeling. PAGASA, the national weather service, puts the rainy season from June to November and names the two monsoons: amihan from December to February, habagat from June to August.
The sea stays warm through it all. NOAA Coral Reef Watch's regional average for the eastern Philippines runs from 26.54 °C in February to 29.38 °C in June. A thin wetsuit or rash guard is usually enough, and welcome on a second dive or a long snorkel in the cooler months.
Storms are the real wildcard. Every year 19 to 20 tropical cyclones enter the Philippine Area of Responsibility, and about half make landfall. Book with free cancellation, which this tour allows up to 24 hours before, and keep a spare day in your plans.

More · honest caveats
This tour suits travelers based in Cebu City or on Mactan who want one private day of diving at Moalboal without arranging transport, gear or entrance fees themselves. It runs as a private tour, so the day is yours and nobody else's.
Be clear about its limits. It is rated 3.52 from 8 reviews, a small and mixed record, and its listing does not state the number of dives, the certification needed or the start time. If you want the dive count and the beginner rule in writing, the two-dive listing in the comparison names its two sites and takes beginners from age 10.
If you only want the sardines and the turtles, snorkeling is cheaper and needs no paperwork: a snorkel day to Pescador with life vests for everyone starts from $101. And if you can spend a night in Moalboal, the early swim from Panagsama Beach is worth the night on its own.
