What you see from the surface

Moalboal snorkeling starts right at the shore. The town's tourism page describes millions of sardines a few meters from the beach at Panagsama, and says turtles are often found near them.34 With a mask and fins you can see both before breakfast, without a boat or a booking.

From above, the shoal is a dark, shifting shape that suddenly flashes silver as it turns, and the turtles graze on the reef below you, rising now and then to breathe. The reef top itself is shallow and bright. What you miss are the walls: the vertical drop-offs, the overhangs and the life in the deeper cracks.

Snorkeling also needs no paperwork. You do not fill in a medical questionnaire, you do not need a certificate and there is no waiting time before your flight home. One listing welcomes all experience levels, recommends basic swimming skills and hands out life vests to everyone.

Choosing

Five questions before you book

  1. First

    Can you swim well?

If not, a life vest snorkel day is the start.

  2. Second

    Do you hold a card?

Without one, look for an introductory dive.

  3. Third

    When is your flight?

    Divers should wait 12 to 18 hours.5

  4. Fourth

    How old is the youngest?

PADI try dives start at 10.1

  5. Fifth

    Which reviews do you trust?

Count them as well as the stars.

What scuba adds

Scuba puts you inside the scene. From below, the sardines pass overhead like a moving ceiling, and at Pescador Island the town's coral gardens give way to reef walls that you can follow down.6 A dive also gives you time: an hour beside a wall, rather than short looks between breaths.

The price is more preparation. Every PADI student diver fills in a medical questionnaire, and a doctor must sign it off if a condition applies.7 A try dive needs no card but starts at age 10, and Divers Alert Network recommends at least 18 hours before flying after several dives in a day.15

Scuba days from Cebu also cost more than snorkel days. They start from $126 for a dive with a turtle snorkel and $160 for two dives at Pescador and with the sardines, against $89 for a sardines and turtles snorkel day.

Always snorkel with a buddy Snorkeling with a friend is more enjoyable and much safer. In the event of an emergency, your snorkel partner could get help and save your life.

Freediving, the third way

Between the two sits freediving in Moalboal: one breath, no tank, and long quiet moments among the fish. Breath-hold divers can drop into the shoal from the surface and hang there in silence, which a bubbling scuba diver cannot do.

It is a skill, not a stunt. The PADI Freediver course starts at age 12, asks for adequate swimming and good health, and trains static and dynamic apnea, free immersion and constant weight dives from 10 to 16 m.28 Learn it from an instructor before you try to go deep on your own.

Even for a casual breath-hold dive under the sardines, follow one rule: one person down, one person watching. Hawaii's official ocean-safety advice is to always snorkel with a buddy, who can fetch help in an emergency, and that counts double for anyone holding their breath.9

How the trips compare

This site's tour is a private scuba day with Pescador snorkeling, hotel pickup across Cebu, an instructor and the equipment, and 3 hours at Moalboal inside 8 hours. It is rated 3.52 from 8 reviews on GetYourGuide, a small and mixed record. Its listing does not say how many dives you make or whether you need a certificate, so ask before you book.

Two scuba alternatives say more about the diving. One makes two dives, at Pescador Island and with the sardines, and takes beginners from age 10 on an introductory dive; its 5.00 score rests on just 2 reviews. Another is open to first-time and licensed divers, adds a turtle snorkel and is rated 3.96 from 15 reviews.

The snorkel days have the deeper review records. A sardines, turtles and Kawasan canyoneering day is rated 4.85 from 146 reviews, and the snorkel and canyoneering day with 78 reviews is rated 4.80. The snorkel-only Pescador day is rated 4.42 from 22 reviews. More reviews do not make a better reef, but they tell you more about how a day is run.

Who each day suits

Choose snorkeling if you are traveling with children, if you have never dived, if your flight leaves the next morning or if your budget is tight. You see the sardines and the turtles, the cost is lower and the paperwork is none. Choose a day that keeps you in the water long: the Pescador snorkel day gives you 3.5 hours at the island.

Choose scuba if you are certified or keen to try, if you want the walls of Pescador and if you can keep 18 hours free before your flight.5 Ask the operator how many dives the day includes, where, and with which guide; a day that names its dives, like the two-dive Pescador listing, makes comparison easier.

Choose both if you can spare two days. A snorkel morning from the beach and a scuba day to Pescador show you the whole range, from the sardines at the surface to the wall in the blue, and they let you decide on day one whether a second dive day is worth it.

Gear: what trips give you and what to bring

Check the gear line before you compare prices. This site's tour includes the diving equipment and a diving instructor, and the snorkel-only Pescador day gives a life vest to everyone. One shore-snorkel day at Panagsama Beach says plainly that fins and aqua shoes are not included, and that you may bring your own or rent them locally if available.

Cameras are an extra worth checking. On this site's tour a GoPro can be rented on site for an extra fee, while two other listings include free GoPro use during the snorkeling, one of them with free swimming fins at Pescador. If the photos matter to you, pick the trip that includes the camera rather than paying for it twice.

Your own mask is the best piece of kit you can pack. A mask that seals on your face turns a good snorkel into a great one, and a long-sleeved swim shirt protects you and the reef at once. Add a waterproof bag for your phone and cash: a ride on an outrigger banca means wet feet and splashed seats.

Safety either way

The sea off Moalboal is open water. The town asks visitors to check the weather and sea conditions before any island hopping, and listings warn that trips can be rescheduled or cancelled in bad weather or unsafe seas.10 Free cancellation up to 24 hours before is standard on the listings here.

For divers, the risk to respect is decompression sickness. Nitrogen absorbed during a dive can form bubbles in the tissues and blood if the pressure drops too quickly, and Divers Alert Network notes that some computers extend safety stops from three to five minutes or more.1112 Ascend slowly, make the stop and ask for a dive computer.

For snorkelers, the risks are the sun, the boats and getting tired. Wear reef-safe sunscreen, as the town asks, or better a long-sleeved shirt.13 Keep a bright cap on, swim with a buddy and turn back while you still feel fresh: the swim home is always longer than the swim out.
