Moalboal faces the open Tañon Strait, and its reef starts right off the beaches. Here are the places the town names for diving and snorkeling, what the reef surveys say about each and how the day trips reach them.

In brief
Moalboal sticks out as a peninsula from the south-western tip of Cebu, with the Tañon Strait on its western side and Negros Island in view across the water.6 That western shore is where you dive. There is no long boat ride to a distant reef: on the Panagsama side the coral begins a short swim from the beach, and the island of Pescador sits just offshore. On a calm morning you can watch the reef from the beach steps, then be floating over it within minutes, with the deep blue of the strait opening below you.
The municipality calls the town a diving paradise with more than 20 dive sites.71 Some are reached from the shore, others by outrigger boat, and a dive day can mix both. The town lies 89 km from Cebu City, and a day trip from the city spends a good part of its hours on the road.7
The water belongs to a much larger protected area. Moalboal lies along the Tañon Strait, which the town describes as the country's largest marine protected area and a habitat for marine mammals, sea turtles and coral reefs.8 The seascape office puts its area at 534,589 hectares and says it belongs to the ecoregion with the highest marine diversity in the world.910

Panagsama is the heart of diving at Moalboal. The municipality names it as a place for snorkeling and diving, and it was declared a municipal heritage site in 2009 together with the Bangag Coral Reef.211 Dive shops and small hotels line the shore, and the reef edge lies close enough that a dive can start with a walk down the steps into the water.
This is also where you find the sardines. The town's tourism page tells you to swim or snorkel with millions of sardines a few meters from the shore at Panagsama, and to go between 7 and 9 AM, when visibility is best.12 One scuba listing on GetYourGuide spends 1 hour at Panagsama Beach, with a safety briefing before the dive.
Turtles feed along the same stretch. The municipality says they are often found near the sardines or a short boat ride away, and that the best time is morning or early afternoon.13 Another listing names snorkeling with sea turtles at Panagsama Beach on its way to the canyons of Badian. For a first look at the Moalboal coral reef, this beach is the easiest start.

Tañon Strait belongs to the ecoregion with the highest marine diversity in the world (Carpenter & Springer, 2005).
Pescador Island belongs to the municipality of Moalboal and lies off the coast; one dive listing reaches it by boat from Panagsama Beach.16 The town describes it as known for coral gardens, reef walls and colorful fish, and says the usual island-hopping half day of 3 to 4 hours combines Pescador snorkeling, the sardines and a turtle point.3
Reef surveys back up its reputation. In 2019 the Pescador sanctuary had the highest live hard coral cover in Moalboal at 60.3%, ahead of Saavedra at 54.2% and Basdiot at 54%.4 In 2013 Pescador also had the highest density of reef fish in the surveys, at 7,387 fish per 500 square meters.17
The island is closely managed. Spearfishing and fishing with compressors are banned at Pescador and in every marine sanctuary of the town.5 After Super Typhoon Odette the municipal council closed the island for three months in 2022, and diving, snorkeling and island hopping around it were not allowed during that time.1819

Pescador is not the only protected patch. A 2013 report counts four locally declared and managed marine sanctuaries in Moalboal, each with a user-fee system that earns income for local communities and the town.21 Their names appear in the survey tables: Pescador, Saavedra, Basdiot and Tuble.415
Saavedra is the oldest. The sanctuary was set up in 1987, the same year Badian created its Zaragosa Island fish sanctuary.14 Under a recent agreement for Barangay Saavedra, the parties undertake to strictly enforce the rules that protect the sanctuary and its corals.22 White Beach in Basdaku is the other beach the town names for snorkeling and diving.2
Basdiot shines for fish rather than coral. In 2019 it had the highest fish biomass of the surveyed sanctuaries, 21.72 kg per 500 square meters, ahead of Pescador with 15.2 kg and Tuble with 9.2 kg.15 Each of these Moalboal dive sites rewards a slow dive along the reef edge, with time to look into the cracks.
The reef has had hard years. A magnitude 6.7 earthquake on 6 February 2012 had its epicenter between Moalboal and Guihulungan on Negros, and the surveyors suggested it may explain part of the drop in live coral cover they measured afterwards.23
Super Typhoon Odette was the next blow, and the town's answer was to give Pescador a rest: a temporary closure of three months, so the disturbed underwater resources could recover.1819 The 2019 survey figures were measured between those two blows, and Pescador still led the town with 60.3% live coral cover.4
Your own behavior is part of that protection. The municipality asks every visitor to wear reef-safe sunscreen, and Philippine law makes any activity that damages coral reefs unlawful.2425 Keep your fins off the coral, stay neutrally buoyant above it and never stand on the reef to rest. If your buoyancy is still shaky, say so at the briefing: a guide can then choose a sandy patch for your descent, keep you a little higher above the coral and give you time to settle before the group moves along the wall.
Day trips sold online start in Cebu City and around Mactan, and the drive shapes the day. This site's tour lists 2.5 hours by car to Moalboal, 3 hours there for scuba diving, snorkeling and marine life viewing, and 3 hours back. It includes Pescador snorkeling, a diving instructor and the diving equipment, but its listing does not say how many dives you make.
Other listings divide the day differently. One makes two dives, one at Pescador Island and one with the sardines, with a boat ride from Panagsama Beach to the island. A snorkel-only trip spends 3.5 hours at Pescador Island with life vests for everyone. Read the itinerary before you book: the time in the water varies more than the price.
If you stay in Moalboal itself, the picture changes. You can walk to the reef at Panagsama, join boats to Pescador from the beach and dive in the early morning, when the town's tip says visibility is best.12 The municipality also asks you to check the weather and sea conditions before any island hopping.26
